A spokeswoman for the Scottish Fire and Rescue Service said: "We are currently in attendance in the city centre.
"We were called at 8.03pm.
"The fire is on the second floor of a property and we have four breathing apparatus sets and two hose reels in use."
Glasgow City Council's Traffcom alerts advise that Howard Street is closed at Dixon Street.
Drivers are advised to use an alternative route and it is not known how long the road closure will last.
