The flats were created from the former Duke Street Women's Hospital in 2000 and abandoned by residents in 2014 after it emerged they were unsafe due to structural issues.
Loretto Housing Association brought forward legal action against companies and contractors who worked on the building in 2015. The case is ongoing.
The council has approved external and internal work to renovate the inside and outside of the building.

A Loretto spokesman told the site: "There was some evidence of movement in the building and residents were moved to new homes to enable full technical investigations to be carried out.
"Plans are being brought forward to bring the building back into use for homes for social rent."
