Plans to create a massive shopping centre along the banks of the Clyde have been withdrawn — but the developers are believed to be considering the creation of a leisure resort.

Peel L&P said it was assessing “all options” after confirming it had pulled a bid to renew permission for long-term planning consent for retail, offices, residential, hotel and leisure uses on the ‘Glasgow Harbour’ site.

The scheme had been approved in principle and further details, for a Glasgow Harbour Lifestyle Outlet with shops, restaurants and a cinema, were then backed by the city’s planning committee last year.

However, the developer said it has now decided to “reconsider our approach to the whole Glasgow Waters site” — which includes Castlebank Quay and Yorkhill Quay.

The plans could see more than 1000 homes, a 200-bed hotel and leisure uses on part of the site at Yorkhill Quay, and were submitted in April this year.

That application, for permission in principle, has yet to be decided on by the council but, on Friday, the developer’s website stated the scheme could include “the possibility of a Wellbeing Resort with Therme Group”.

Reference to a wellbeing resort has now been removed from the website, and a company spokesperson said: “At this moment in time, Peel L&P is considering all options to our approach for Glasgow Waters.”

However, a council report earlier this year revealed an expression of interest had been received, under the project title Therme Scotland, for an application to the UK Government’s Levelling Up Fund.

It stated: “Site preparation for construction of leisure resort concept encapsulating water therapies, nature, sustainable technologies and culture – located on site near the Transport Museum [Riverside Museum].”

Peel L&P’s latest application for the Yorkhill Quay site would develop land between the Riverside Museum and the Scottish Events Campus. The shopping outlet had been planned on the other side of the Riverside Museum, across the River Kelvin.

Therme, which is planning a leisure resort in Manchester, featuring wave pools, slides and saunas, recently confirmed it is bidding to open a site in Scotland.

Brian Lavalette, Peel L&P’s property director in Scotland, confirmed the company had withdrawn the application for “renewal of a long-term planning consent”.

Mr Lavalette said: “We used the opportunity to reconsider our approach to the whole Glasgow Waters site.  “In the interim Peel L&P has submitted a new masterplan for the Yorkhill Quay part of the site, which includes homes, a 200 bedroom hotel and a mixture of leisure uses.

“We are in discussions with a number of key partners regarding the remainder of the scheme and the future development of the site is very much our priority and focus.

“Peel L&P aims to come forward with proposals for the remaining part of the site in the near future.”

Prior to the withdrawal, a pre-application report submitted to the council stated the Glasgow Harbour Lifestyle Outlet plans were an “approval of matters specified in condition application relating to the planning consent we are currently seeking to renew”.

The latest proposals, submitted in April, include 500 private rented sector homes, 400 co-living homes and 200 flats for sale. There would also be a hotel, shops and a river walkway for pedestrians and cyclists.

Plans submitted on behalf of Peel L&P say the project would “deliver a new waterfront destination on the River Clyde, revitalising a key gap site and making Glasgow a city on the river, not by the river”.

The company also says it has invested £874m in major projects across Scotland over the past decade, creating over 5,540 jobs and 3,460 homes.

Phase one of the Glasgow Waters plan was completed in 2008, when 1,100 apartments were built on the site of the former Meadowside Granary.
