A charity set up a soup kitchen outside the City Chambers in protest at having to feed people outside in the cold.

Homeless Project Scotland wants the council to offer them a building to take people inside where they can eat a hot meal.

The charity operates a food kitchen under the Hielanman's Umbrella in Argyle Street three nights a week and feeds hundreds of people every week.

The council has offered two possible premises which the charity has rejected as unsuitable.

Homeless Project Scotland now says it wants to take over the old Hamish Allan Centre, the emergency homeless hub, in Tradeston which has been closed for years.

Glasgow Times:

Colin McInnes, chairman of the charity, said: “We need a building. The Hamish Allan Centre is empty and would suit our needs.

“The Hamish Allan Centre would solve the issue of people being cold on the streets. Open the doors.”

The Glasgow Times reported yesterday how the charity said one of the suggestions in Cadogan Square was not in a safe location.

Volunteers from the charity set up tables with food and soup under gazebos to give to people as councillors gathered for a meeting of the council.

The council said the Hamish Allan Centre is not feasible this winter and has proposed another solution.

It is asking the charity if it wants to join in partnership to open a welcome space warm bank in the St Francis Centre in Gorbals.

Allan Casey, the council’s convenor for homelessness and addiction, said: “We put forward two suggestions that we thought met their requirements. Homeless Project Scotland have deemed them not suitable.

“We have been looking at working with them as part of our cost of living response opening welcome places.

“We are asking if they are willing to work with us over the winter period. It would give them a safe venue.”

On the request for the Hamish Allan Centre, he said: “It has been closed for four years. Our current information is it’s not suitable for any use as it is in a dangerous condition.

“There are also discussions about nominated disposal for much-needed social housing in the area.”

New Gorbals Housing Association wants to use the site for flats.

Councillor Casey added: “It would need an electrical safety check and other work to determine what is required. It wouldn’t be ready in a short period of time.”

Glasgow Labour councillors joined the charity outside the City Chambers to call for the council to provide a suitable venue.

A spokesperson said: “They are facing a winter emergency and have seen an uptake of their service and provisions increase threefold in the last two weeks, with over 270 people attending each evening.”

The party attempted to get an emergency motion debated at the council meeting but it was rejected.

The council said the emergency motions were rejected because “they all relate to existing, and ongoing issues which were known to members and officers prior to the deadline for motions and questions”.
